毎月の所得を全て生活費に使って生活していて貯蓄の余裕のない人なら、比例所得税が増税されるのと消費税が増税されるのとではどちらを嫌うだろうか。本質的には同じものであっても、心理的には、手取りの給料が多い方がうれしいのではないだろうか。税引き後の手取り給料が同じで、消費税が引き上げられた場合と、手取り給料が引き下げられて消費税が以前のままの場合を想像してみよう。両者で、生活水準は全く同じである場合であっても、手取り給料が下がってしまった時の方が心理的にはがっかりするように思う。

　では、なぜ、これほど消費税に対する嫌悪感が強いのだろうか。現在働いている主体と現在消費している主体が異なっているからだろう。自ら働いて所得を稼いでいる人なら、消費税と所得税のどちらが望ましいか、という観点から増税問題を考えることができる。しかし、既に労働力から引退した人にとっては、消費税増税の場合には負担が増えるが、所得税増税の場合には負担が増えない。公的年金の受け取りについては、給与所得控除よりはるかに大きな公的年金等控除がある。そのため、公的年金受給者は、勤労世代よりも所得税増税の影響がはるかに小さくてすむ。
